KENDALL, MIAMI — A 46-year-old Brazilian man was arrested on Sunday afternoon at Miami Dade College’s Kendall campus, accused of dressing as an ICE agent and frightening voters at a polling site for Brazil’s presidential election.

Danilo Alves Silva faces charges including voter intimidation or suppression, conspiracy to commit bribery, threatening a public servant, and unlawful use of a police insignia. He is also charged with disorderly conduct. The Kendall campus was serving as a polling place for Brazilians voting from abroad living in the Miami area.

Deputies say Silva wore a blue ICE cap, sunglasses, a face mask, a blue ICE jacket and tactical-style boots. CBS Miami reported he also carried a handheld radio.

According to the reports, plainclothes detectives noticed voters who appeared visibly afraid. Some feared an immigration agent could interfere with their vote or deport them.

An upset voter and a person holding a camera confronted Silva about his clothing and accused him of scaring voters before detectives stepped in. Asked whether he was a federal agent, Silva allegedly answered “no” and said he had no identification.

Threats and an Alleged Bribe Offer

Deputies say Silva then threatened a detective, saying the officer “will regret making this decision” and that Silva would “come after him and everyone on scene.” He also allegedly tried to buy his way out, telling officers, “I will get you paid if you let me go” and “We will pay you money.”

Silva told authorities the outfit was a “prop costume” he bought on Amazon.

According to CBS Miami and other reporting, he said he voted wearing a Brazilian jersey, changed in his car and returned “to see people’s reactions” while recording on his phone. He was issued a trespass warning and taken to the Turner Guilford Knight Correctional Center.

The Department of Homeland Security said ICE “is not planning operations targeting polling places,” and that Broward County Supervisor of Elections Joe Scott said there is “no reason for ICE to be there.”
